Call for Supply with Patient Management System Software

 Heimerer College (HC) is an accredited private higher education institution of Health and Therapeutic Sciences in Kosovo.

Heimerer College is the leading partner of the ERASMUS+ Program funded three-year (15.11.2018-15.11.2021) project: Student-run Multidisciplinary Allied Health Practice Center (hereafter: SMAHPC). The project aims to improve teachers and students’ competences in the area of allied health – rehabilitation. As the first project in this area in Kosovo, it sets the foundations in terms of co-created shared concepts and understanding about the multidisciplinary, user-involvement, evidence-based work, innovation and entrepreneurship. This call is part of the SMAHPC Project.

 

Patient Management System Software

 Heimerer College (HC) is seeking proposals from a firm or group of experts to develop an original source code application in form of a Patient Management System that will be solely owned by HC.

This call for applications describes the functions, goals and tasks that the system should minimally perform. It is used to describe the scope of the project and to plan for the system’s design and implementation by foreseeing the general requirement that the system must fulfil and the specific functions that each module of the system has.

The bidders will have to fulfil the general requirements of the patient management system, such as: ensure highest standards of safety; enable filtering and quantification of nominal values and quantities by all indicators; opportunity to incorporate live streaming between different  institutions; ; the application must have no proprietary dependencies; the system must be implemented to work with latest stable PHP, latest stable MariaDB,and Apache2; data encryption is a must on transferring the data between User and platform and must be securely stored; uploads should be encrypted from the server before the upload starts, the encrypted files then will be uploaded to the server which knows the encryption key.

At the same time, the bidder has to fulfil module requirements (base application, reception, laboratory, invoice etc) and account requirements (staff, managers, accountants, case manager etc). The complete technical specifications are laid down in the tender dossier.

 

Bidders

Bidders have to possess the professional background in order to be able to develop an original source code software.

 

Price

Heimerer College can pay up to 10,500 Eur for this bid (NET value – since it is funded by European Commission – the tax exemption applies).

 

Quality of outputs

The Vendor must ensure quality while implementing the system at all times. This will be evaluated by the Project Manager throughout the project duration. The Project Manager is going to confirm the final product within a week of the deadline to submit.

 

Cooperation with the client

The vendor is going to cooperate throughout the development of the software with the professional team at Heimerer College, and include their inputs for as long as they are technically viable.

 

Timely Completion

The entire work of software development and testing should be completed within 2 months from the date of receipt of letter of award of work. The time period of 2 months for the vendor is only for collecting requirements, designing, development and testing of the software. The payment will be made after the Project Manager has confirmed the final product.

 

Warranty

The Vendor must guarantee the proper functioning of the software for a year after its development.

 

Training Demonstration

Training Demonstration for use of software will be offered by the vendor and will last at least a day. Details concerning the demonstration will have to be agreed with the Project Manager.

 

Patents and Copyright

The Vendor represents that the Solution or any product/component, supplied by the Vendor does not infringe any patents and copyright. If, however, a third party claims that the Solution or any product/component thereunder, supplied by the Vendor under this Contract, infringes a patent or copyright (“IP Claim”), the Vendor will defend the Client against the IP Claim at the Vendor’s expense and pay all costs, damages and legal fees that a court finally awards.

 

If the Vendor determines that no alternative is reasonably available, and the Client agrees to return the Product/Component/Solution to the Vendor on the Vendor’s written request, an appropriate compensation has to be proposed and be acceptable to the client.

The Vendor has and will have no obligation to the Client regarding any “IP Claim” based on:

·       the Client’s modification of a Product/Component under the Solution unilaterally ;

·       use of the program in other than its specified operating environment ;

·       the combination, operation or use of a product/component under the Solution with any other product, program, data or apparatus, not furnished by the Vendor, provided that the use of such product, program, data or apparatus has not been envisaged in this Contract and such product, program, data or apparatus is solely responsible for such infringement.

 

Ownership of Source Code and other Intellectual Property

Heimerer College will be the rightful owners of the Source Code and all Intellectual Property associated with the system and they will have full rights over the ways they can use these resources. The management system so developed will be the sole property of the Heimerer

College or any agencies designated by them. The Software Development Vendor will have no right to commercially use or apply the software elsewhere.
